Description |
This position is located in the U.S. Coast Guard, Acquisition
Directorate, Office of Contract Support, Project Resident Office,
Pascagoula, MS and is responsible for administering all contracts
assigned to the Office.
-Plans and executes all contractual actions, monitors contractor
compliance with the contract, and enforces contractual terms and
conditions;
-Coordinates with the Project Manager and the Procuring Contracting
Officer in planning future changes to the contract, especially
unusually complex or politically sensitive changes;
-Prepares supporting documentation, including required
Determinations and Findings and other approval forms of signature by
the appropriate authority up to the level of the agency head or
higher;
-Requests proposals to change the contract from the contractor;
-Serves as a negotiation team leader and conducts the negotiation,
considering all facts and circumstances surrounding the particular
situation;
-Coordinates and directs the efforts of those personnel whose
contributions to the negotiations are defined by the employee;
-Prepares all contractual and required file documentation necessary
to support the contract modification;
-Observes the performance of both contractor and Government personnel
to ascertain that the required services and supplies are being
produced in accordance with the contract;
-Leads fact-finding teams reviewing claims arising under contracts
administered;
-Prepares and staffs timely responses to Congressional inquiries,
Freedom of Information Act requests or other sensitive correspondence
on assigned contracts;
-Assures that upon completion of the contract, all payments have been
made, Government Furnished Property has been properly disposed, and
all other required actions have been taken in order to close out the
contract; and
Encourages, supports and participates in Total Quality Management
initiatives at the PRO.

Requirements |
A 4-year course of study leading to a bachelor's degree with a major
in any field;
OR
At least 24 semester hours in any combination of the following
fields: accounting, business, finance, law, contracts, purchasing,
economics, industrial management, marketing, quantitative methods,
or organization and management.
In addition to meeting the basic requirement the following applies:
GS-09 - 2 full academic years of progressively higher level graduate
education or masters or equivalent graduate degree or LL.B or J.D.
OR
one year of specialized experience equivalent to a GS-07 level in
the federal service.
